Abstract: When the needs of limiting any intervention upon our tax system to a mere ordinary maintenance are so strong that they make belong to Utopia even reforms that have been considered for a long time and are felt as necessary, then it may also be a good time to give some thoughts to projects even more ambitious. This paper aims at proposing and encouraging some considerations about the project for a Constitution of the Earth which is fully discussed in a very recent essay of Luigi Ferrajoli
