The paper deals with the subjection of undertakings entrusted with the operation of services of general economic interest to the rules on competition, in so far as the application of such rules does not obstruct the performance, in law or in fact, of the particular tasks assigned to them. The paper focuses on exclusive rights granted by member states to public undertakings and undertakings as a public compensation for public service obligations and explores the relationship between competition rules and administrative regulation of public services. Finally, the author argues that the application of competition rules on services of general economic interest shoul bring the opening up of the markets.
