The aim of the present paper is to manage the capacity of social systems to cope with natural disaster events. Based on the Sendai Framework for Disaster Risk Reduction 2015-2030, the latest developments of Information and Communications Technology (ICT) and the tools for Public Participation Geographic Information Systems (PPGIS), we emphasise the role of community participation with the use of social networks. We argue about Content Management System (CMS) to create open-source Web platforms, contribute to the construction of knowledge and diffusion of information and enhance a sense of participation across the public in view of disaster management initiatives.

Abstract
