With the Lisbon Treaty the Common Foreign and Security Policy (CFSP) has become a fully-fledged policy of the Union, though with specificities that distinguish it from all the others. In the CFSP Member States still have a decisive weight and a dual role. On the one hand, they develop and implement this policy by the intergovernmental method, on the other they use their own national external policies to provide basis and support for the European foreign policy. Such situation compromises both efficiency and effectiveness of the CFSP and therefore should be overcome, in order to guarantee the Union a greater autonomy in its action in the international community.

Abstract
