Decision No. 2315 of 11th December 2019 established the Permanent Structured Cooperation (PE.S.CO), provided by the Common Security and Defence Policy (CSDP) as a particular form of Enhanced Cooperation. PE.S.CO was established between 25 Member States in order to ensure greater strategic autonomy for the European Union, and with the ambition to encourage the emergence od a genuine "European Defence Union". Unfortunately, however, the planned objectives can hardly be achieved: conflicts between States are still possible, and this makes the birth of a more autonomous and efective European defence difficult, if non even impossible.
