During the last years, several Italian town-planners have considered the concept of urban transition only in a positive way, like something aprioristically able to produce new social practices and new paradigms to represent reality. The aim of this paper is to analyse the effects of URBAN Program in the metropolitan area of Bari. Because the focus is on the link between urban renewal and need of empathy (this latest is useful to outline a genuine urban contest), the main arguments are compared with the effects produced by the botulinum toxin used in plastic surgery. The turning point is the need of affectivity, or, better to say, regards the affectivity into human relationships as well as into relations toward public institutions who determines a new normative tension usefull to reconfigure the human being and his forms (feelings, emotions, values and languages).
