Community empowerment: sharing a social contract for evaluating the implementation of a biomass energy station in a community of Salento - Italy

The growing demand of participation, underline to technicians, evaluators, enterprises, cultural and environmental associations, policy makers, schools and education, local communities, the necessity to deal with new stakeholders and beneficiaries with their complex needs, competencies, desires, experiences, values, for an effective and "successful" design-implementation-evaluation of interventions and projects in a territory. Many aspects of contemporary problems are easy to understand, under the complexity, within the larger global crisis that is sweeping the top-down decision-making models characterized by self-referential and exogenous processes where local stakeholders are excluded, deceived, disappointed
